No. Osmanthus fragrans is a cultivated ornamental / flowering shrub, not listed in CITES Appendices — no CITES permit required. It is a farmed floral crop (Guilin plantations).
Top ships the standard commercial + food/cosmetic-export documents (invoice, packing list, COA, MSDS/SDS, certificate of origin, health certificate on request). Normal food-safety and cosmetic regulations apply, but no CITES hurdle exists for osmanthus concrete. (Some wild Osmanthus relatives are protected, but the cultivated O. fragrans used by Top is not.)
