How do IFRA and EU allergen rules apply to zedoary turmeric oil?
Zedoary turmeric oil is not an IFRA-restricted botanical itself, and no IFRA 51 category limit applies to the oil as a whole. However, like all natural oils it contains trace constituents that may fall under EU Cosmetics Regulation 1223/2009 Annex III allergen declaration rules, mainly limonene and linalool present in small amounts.
IFRA & EU Position
| Item | Status |
|---|---|
| IFRA 51 restriction on the oil | None — not a restricted botanical |
| EU allergen declaration | May apply for limonene, linalool and other Annex III allergens above thresholds |
| Labelling threshold | 0.001% leave-on / 0.01% rinse-off (Annex III) |
| Concentration in oil | Trace levels only; amounts vary by batch |
| SDS declaration | Allergens listed in section 3 of our SDS |
Practical Guidance
- Perfumers should obtain the batch allergen list and calculate finished-product exposure; our COA can include a GC-MS allergen quantification on request
- For cosmetics placed in the EU, check whether declared allergens exceed the Annex III thresholds in the final product
- For TCM/pharmaceutical use, IFRA does not apply; pharmacopoeia quality controls take precedence
- Keep the SDS allergen table with your formulation records, as EU inspectors routinely ask for it
