How do IFRA 51st and the EU allergen rules apply to this lemongrass oil?

Lemongrass oil is one of the most allergen-flagged natural oils in the industry. It simultaneously triggers six EU 2023/1545 labelled allergens — citral (60.34%), geraniol (4.08%), d-limonene (4.90%), linalool (3.03%), citronellol (0.10%) and citronellal (0.19%) — so finished cosmetics must list all six at the EU thresholds. Under IFRA 51st Amendment, citral is restricted by usage category.
