How is the hydrosol used in formulations — is it water soluble?

The hydrosol is miscible with water in any ratio, so it drops straight into aqueous systems as the water phase itself — no solubilizer needed.

Because it is the water phase of the plant, it can simply replace purified water in a formula to deliver the jasmine aroma and actives. It also blends well with other floral hydrosols and with carrier liquids such as glycerin, aloe juice and alcohols.
