Is this eucalyptus leaf oil REACH compliant for the EU market?

Yes. As an essential oil, eucalyptus leaf oil is a naturally occurring substance that falls under the REACH natural-substance exemption for registration (Article 2(7)(b) and Annex V of Regulation (EC) 1907/2006), provided it is not chemically modified.
